การดำเนินงานด้านสุขภาพจิต (Mental Health in Thailand 4.0) ภายใต้สาธารณสุขไทย 4.0 ตอบสนองต่อเป้าหมายยุทธศาสตร์ชาติ 20 ปี ด้านความมั่นคงที่ขับเคลื่อนด้วยการสร้างการมีส่วนร่วม (Inclusive Growth Engine) เพื่อให้หลุดพ้นจากกับดักความเหลื่อมลาในสังคม ด้วยการเตรียมเมล็ดพันธุ์ คนไทยชุดใหม่ให้พร้อมก้าวสู่โลกที่หนึ่ง เป็นมนุษย์ที่สมบูรณ์ เป็นพลเมืองที่สามารถเรียนรู้ได้ด้วยตั้งแต่ธันวาคม 2559 ในรูปแบบคณะทางานจัดทานโยบายและยุทธศาสตร์สุขภาพจิตแห่งชาติ 20 ปี คณะอนุกรรมการจัดทำนโยบายและยุทธศาสตร์สุขภาพจิตแห่งชาติ และคณะกรรมการสุขภาพจิตแห่งชาติใช้การวิเคราะห์และสังเคราะห์ข้อมูลเชิงประจักษ์ (Evidence-based) อย่างเป็นระบบ ด้วยกระบวนการมีส่วนร่วมของทุกหน่วยงาน ผู้มีส่วนได้ส่วนเสีย และผู้รับบริการกลุ่มต่าง ๆ ที่เกี่ยวข้อง ทั้งหน่วยงานใน/นอกสังกัดกระทรวงสาธารณสุข ด้วยการดำเนินงาน 4 ยุทธศาสตร์อย่างประสานสอดคล้องกัน คือ 1) ยุทธศาสตร์ส่งเสริมและป้องกันปัญหาสุขภาพจิตตลอดช่วงชีวิต 2) ยุทธศาสตร์พัฒนาระบบบริการสุขภาพจิตและจิตเวช 3) ยุทธศาสตร์ขับเคลื่อนและผลักดันมาตรการทางกฎหมาย สังคมและสวัสดิการ และ 4) ยุทธศาสตร์พัฒนาวิชาการและกลไกการดาเนินงานด้านสุขภาพจิต อันจะนาไปสู่เป้าหมายหลัก คือ “คนไทยมีปัญญา อารมณ์ดี และมีความสุข อยู่ในสังคมอย่างทรงคุณค่า”

จากการกลั่นกรองและสกัดประเด็นข้อมูลที่ผู้บริหารหน่วยงานในสังกัดกรมสุขภาพจิตได้ทบทวน การดำเนินงานที่ผ่านมาและการเปลี่ยนแปลงที่เกิดขึ้นภายในกรมสุขภาพจิต ในช่วงปีงบประมาณ 2568 ตลอดจนได้ให้ข้อเสนอแนวทางการพัฒนากรมสุขภาพจิต สำหรับปีงบประมาณ 2569 และระยะต่อไปไว้ด้วยนั้นสามารถสรุปสาระสำคัญในภาพรวมที่ได้จากผู้บริหารหน่วยงานทั้ง 46 หน่วยงาน สรุปสาระสำคัญในประเด็นการดำเนินงานที่ผ่านมาและการเปลี่ยนแปลงในกรมสุขภาพจิตในปีงบประมาณ 2568 แบ่งเป็น 5 ด้าน คือ 1) ด้านการขับเคลื่อนนโยบายและยุทธศาสตร์ 2) ด้านการพัฒนาระบบบริการและนวัตกรรม 3) ด้านการจัดการภาวะวิกฤต 4) ด้านการพัฒนาบุคลากรและวัฒนธรรมองค์กร 5) ด้านการบริหารจัดการทรัพยากรและการเงิน
