การวิจัยนี้มีวัตถุประสงค์เพื่อพัฒนาแนวทางการปฏิบัติงานเลขานุการผู้บริหารระดับสูง โดยใช้ระเบียบวิธีวิจัยแบบผสานวิธีและประยุกต์ใช้กระบวนการจัดการความรู้ตามแนวคิด SECI Model ดำเนินการวิจัยเป็น 4 ระยะ ได้แก่ 1) การแลกเปลี่ยนและรวบรวมความรู้ 2) การจัดระบบและวิเคราะห์ความรู้ 3) การพัฒนาและตรวจสอบแนวทาง และ 4) การนำไปใช้และการประเมินผล
ผลการวิจัยพบว่า แนวทางการปฏิบัติงานที่พัฒนาขึ้นประกอบด้วย 5 องค์ประกอบหลัก ได้แก่ การบริหารจัดการสำนักงาน การบริหารเวลาและตารางงานผู้บริหาร การประสานงานและการสื่อสาร การจัดการประชุมและงานพิธีการ และการพัฒนาตนเองและการจัดการความเครียด โดยมีการพัฒนาคู่มือการปฏิบัติงานและเครื่องมือสนับสนุนในรูปแบบดิจิทัล ผลการทดลองใช้แนวทางในหน่วยงานนำร่อง 3 แห่ง พบว่าผู้ใช้งานมีความพึงพอใจในระดับมาก (ค่าเฉลี่ย 4.35) และพบการเปลี่ยนแปลงที่สำคัญ ได้แก่ ระยะเวลาในการจัดการเอกสารลดลงร้อยละ 35 ความผิดพลาดในการจัดประชุมลดลงร้อยละ 45 และความพึงพอใจของผู้บริหารเพิ่มขึ้นร้อยละ 28
สรุป แนวทางที่พัฒนาขึ้นนี้สามารถนำไปประยุกต์ใช้ในการพัฒนางานเลขานุการผู้บริหารระดับสูงในองค์กรอื่นได้ โดยควรคำนึงถึงการปรับใช้ให้มีความเหมาะสมกับบริบทขององค์กร และควรมีการพัฒนาระบบสนับสนุนด้านเทคโนโลยีที่เพียงพอ รวมถึงการส่งเสริมการเรียนรู้อย่างต่อเนื่องของผู้ปฏิบัติงาน

1. ก่อนลงพื้นที่... เตรียมตัวให้พร้อม
• ศึกษาพื้นที่เสี่ยง เช่น จุดเสี่ยงดินถล่ม อาคารพัง หรืออาฟเตอร์ช็อก
• เช็กสุขภาพตัวเอง ทั้งร่างกายและจิตใจ พร้อมรับมือหรือไม่?
• มีโรคประจำตัว หรือปัญหาครอบครัวที่ต้องจัดการก่อนหรือไม่?
• เตรียมอุปกรณ์ป้องกันส่วนบุคคล เช่น หมวกนิรภัย ถุงมือ รองเท้าเซฟตี้ หน้ากากกันฝุ่น
• ถามตัวเองอีกครั้งว่า "เราพร้อมช่วยในภารกิจนี้จริงๆ หรือยัง?"
2. ระหว่างปฏิบัติงาน... ทีมเวิร์กและพักผ่อนคือหัวใจ
• หยุดพักบ้าง กินข้าว ดื่มน้ำ (พื้นที่แผ่นดินไหวมักมีฝุ่นมาก)
• ไม่ทำงานในพื้นที่เสี่ยงเกิน 12 ชม. แบ่งเวรชัดเจน
• ยอมรับข้อจำกัด ช่วยเท่าที่ไหว ไม่ต้องแบกทุกปัญหาไว้คนเดียว
• เลี่ยงแอลกอฮอล์ บุหรี่ กาแฟ หรือยาที่ไม่จำเป็น
• สังเกตเพื่อนร่วมทีม ถามไถ่ “วันนี้เป็นยังไงบ้าง?”
• พูดคุยระบายความรู้สึกกับเพื่อนหรือหัวหน้า โดยเฉพาะหลังเหตุการณ์สะเทือนใจ
3. หลังเสร็จภารกิจ... อย่าลืมเยียวยาใจตัวเอง
• แบ่งปันประสบการณ์กับทีม หัวหน้า หรือนักจิตวิทยา
• ให้คุณค่าแม้การช่วยเล็กๆ ก็มีความหมาย

3 Self-Care Steps for Field Responders in Earthquake Situations
1. Before Deployment... Prepare Yourself
- Assess risks: Identify landslide-prone areas, collapsed buildings, or aftershock zones.
- Check your physical & mental readiness: Are you truly prepared?
- Manage pre-existing conditions: Address any health issues or family concerns beforehand.
- Pack PPE: Helmets, gloves, safety boots, and dust masks are essential.
- Ask yourself: *"Am I truly ready for this mission?"
2. During Operations... Teamwork & Rest Are Key
- Pause to refuel: Eat, hydrate (dust levels are often high post-earthquake).
- Limit shifts to <12 hours in hazardous zones—rotate clearly.
- Acknowledge limits: Help within your capacity; you don’t carry burdens alone.
- Avoid alcohol, cigarettes, excess coffee, or unprescribed meds.
- Check on teammates: "How are you holding up today?"
- Debrief emotions with peers/supervisors—especially after traumatic incidents.
3. After the Mission... Heal Your Mind
- Share experiences with your team, leads, or psychologists.
- Honor small wins: Every effort matters.
- Reflect: What went well? What needs adjustment? What was beyond control?
- Rest 24–48 hours before resuming normal life.
- Seek help if you experience nightmares, insomnia, severe stress, or increased substance use.

การศึกษาผลการพัฒนาระบบสารบรรณอิเล็กทรอนิกส์ กรมสุขภาพจิต มีวัตถุประสงค์เพื่อศึกษาผลการพัฒนาระบบสารบรรณอิเล็กทรอนิกส์ กรมสุขภาพจิต และเพื่อศึกษาปัญหาและข้อเสนอแนะในการใช้งานระบบสารบรรณอิเล็กทรอนิกส์ กรมสุขภาพจิต โดยมุ่งเน้นการวิเคราะห์การใช้งานจริงของระบบ ปัญหาอุปสรรค และแนวทางการพัฒนาเพื่อเพิ่มประสิทธิภาพของการบริหารจัดการเอกสารในหน่วยงานภาครัฐ การเก็บรวบรวมข้อมูลใช้แบบสอบถามจากกลุ่มตัวอย่างที่เป็นบุคลากรในหน่วยงานสังกัดกรมสุขภาพจิตที่ใช้งานระบบสารบรรณอิเล็กทรอนิกส์จริง จำนวนทั้งสิ้น 33 แห่ง ประกอบด้วย สถาบัน/โรงพยาบาลและศูนย์สุขภาพจิต
ผลการศึกษาพบว่า หน่วยงานส่วนใหญ่มีการนำระบบสารบรรณอิเล็กทรอนิกส์มาใช้ในการดำเนินงานเอกสารอย่างต่อเนื่องและสามารถลดภาระงานด้านเอกสารแบบเดิมได้เป็นอย่างดี เช่น การรับ-ส่งหนังสือราชการ การลงรับเอกสาร การค้นหาเอกสารย้อนหลังและการจัดเก็บข้อมูลอย่างเป็นระบบ อย่างไรก็ตามยังพบข้อจำกัดบางประการ ได้แก่ ระบบมีความซับซ้อนในบางฟังก์ชัน การสืบค้นที่ยังไม่สะดวก ความล่าช้าในการโหลดข้อมูล การแสดงผลที่ไม่รองรับกับอุปกรณ์เคลื่อนที่และความไม่เข้าใจ ของผู้ใช้งานบางกลุ่ม โดยเฉพาะผู้ที่มีทักษะทางเทคโนโลยีน้อยหรืออยู่ในพื้นที่ที่มีข้อจำกัดด้านอินเทอร์เน็ตการพัฒนาระบบในอนาคตจึงควรคำนึงถึงการออกแบบที่เน้นผู้ใช้งานเป็นศูนย์กลาง (User-Centered Design) เพื่อให้ระบบใช้งานได้ง่าย รองรับการใช้งานบนอุปกรณ์หลากหลายประเภทและสามารถตอบสนองต่อความต้องการของผู้ใช้งานทุกระดับ นอกจากนี้ยังควรมีการส่งเสริมความรู้ ความเข้าใจและทักษะของบุคลากรผ่านการอบรมอย่างต่อเนื่องเพื่อให้การใช้งานระบบเกิดประสิทธิผลสูงสุด
ข้อเสนอแนะในการพัฒนาระบบในระยะต่อไป ประกอบด้วย 1) การนำวิธีการวิจัยเชิงคุณภาพมาผสมผสานกับเชิงปริมาณเพื่อให้เข้าใจมุมมองของผู้ใช้งานอย่างลึกซึ้ง 2) การประเมินผลระบบในระยะยาวเพื่อวัดผลกระทบเชิงประสิทธิภาพและความพึงพอใจ และ 3) การศึกษารูปแบบการเชื่อมโยงระบบสารบรรณกับระบบงานอื่นของหน่วยงานเพื่อส่งเสริมการบริหารงานแบบบูรณาการในยุคดิจิทัลอย่างมีประสิทธิภาพและยั่งยืน
