จากสถานการณ์การแพร่ระบาดของโรคติดเชื้อไวรัสโคโรนา 2019 (โรคโควิด 19)ที่กระทรวงสาธารณสุขจึงมีความพยายามอย่างยิ่ง ในการรณรงค์ให้ประชาชนได้รับวัคซีนโควิด 19 ให้ครอบคลุม โดยในเดือนพฤศจิกายน 2564 กระทรวงสาธารณสุขกำหนดนโยบายในการควบคุมการแพร่ระบาดของโรคโควิด 19ด้วยการฉีดวัคซีนให้ครอบคลุมประชากรร้อยละ 70 และเร่งรัดฉีดวัคซีนโควิด 19 ในกลุ่มที่ยังไม่ได้รับวัคซีน โดยเฉพาะกลุ่มที่มีความเสี่ยงสูง อาทิ กลุ่มผู้สูงอายุ กลุ่มหญิงตั้งครรภ์ และกลุ่มผู้มีโรคเรอรัง เพื่อลดการเจ็บป่วยรุนแรงและลดอัตราการเสียชีวิต แต่ในสถานการณ์ ดังกล่าวก็ยังพบว่า มีประชาชนส่วนหนึ่งที่ยังมีความชะล่าใจต่อสถานการณ์การแพร่ระบาดของโรคหรือบางส่วนมีความกงวลในเรื่องของความปลอดภัยและผลข้างเคียงจากการฉีดวัคซีนซึ่งเป็นปัจจัยสำคัญที่ทำให้เกิดความลังเลใจในการฉีดวัคซีนโควิด 19
กรมสุขภาพจิต กระทรวงสาธารณสุข ตระหนักถึงความาสำคัญของสถานการณ์ปัญหา ดังกล่าว จึงได้พัฒนาองค์ความรู้“การสนทนาเพื่อสร้างแรงจูงใจ (Motivation Interview: MI)” เพื่อเป็นเครื่องมือสาคัญในการแก้ปัญหาผู้ลังเลใจในการฉีดวัคซีนโควิด 19 โดย ความร่วมมือของ ศูนย์สุขภาพจิต โรงพยาบาล/สถาบัน ในสังกัดกรมสุขภาพจิต พบว่าการสนทนา เพื่อสร้างแรงจูงใจนั้น มีผลทให้เพิ่มการยอมรับและตัดสินใจฉีดวัคซีนโควิด 19 ได้มากขึ้น กว่าร้อยละ 75 ซึ่งจากประสิทธิผลของการดำเนินงานดังกล่าว กรมสุขภาพจิตจึงได้นำองค์ความรู้เรื่องการสนทนาเพื่อสร้างแรงจูงใจ มาเรียบเรียงเป็น “หลักสูตรการสนทนา เพื่อสร้างแรงจูงใจ สำหรับผู้ลังเลใจในการฉีดวัคซีน โควิด 19” โดยมีขั้นตอนสำคัญ ในการแนะนำและให้ข้อมูลที่ถูกต้อง (Vaccine Advice: VA) และสร้างแรงจูงใจใน การฉีดวัคซีน (Vaccine Intervention: VI) โดยมีเป้าหมายให้บุคลากรสุขภาพจิตได้ศึกษาเรียนรู้ และนำไปใช้ในการอบรมให้กับเจ้าหน้าที่สาธารณสุขและอาสาสมัครสาธารณสุข เพื่อให้กลุ่มเสี่ยงสามารถเข้าถึงบริการการฉีดวัคซีนได้มากขึ้น โดยเฉพาะกลุ่มผู้สูงอายุผู้ป่วยติดเตียง ผู้ที่มีโรคเรื้อรัง
หวังเป็นอย่างยิ่งว่าหลักสูตรดังกล่าว จะเป็นทั้งคู่มือการปฏิบัติงานในพื้นที่ และคู่มือสำหรับคนไทยทุกคนใช้ชีวิตด้วยความตระหนักแต่ ไม่ตระหนก และมีความปลอดภัยทั้งสุขภาพกายและจิต ซึ่งจะช่วยให้สามารถเปิดประเทศได้อย่างปลอดภัย กลับมาใช้ชีวิตอย่างมีความสุขด้วยวิถี New normal
