รายงานการศึกษาวิจัยฉบับนี้เป็นรายงานฉบับสมบูรณ์ โดยผู้วิจัยได้ทำการศึกษาภาวะเหนื่อยล้าจากโรคระบาดในเชิงลึกซึ่งเป็นปัญหาสำคัญในการใช้ชีวิตปัจจุบันของประชาชน์ไทยเป็นอย่างมาก และเป็นปัญหาที่สามารถค้นพบได้เบื้องต้นก่อนที่จะพัฒนาเป็นปัญหาด้านสุขภาพจิตที่ซับซ้อนและรุนแรงต่อไป ซึ่งหากบุคลากรด้านสุขภาพจิตและประชาชนทั่วไปมีความเข้าใจเกี่ยวกับภาวะเหนื่อยล้าจากโรคระบาดมากขึ้น โดยเฉพาะปัญหาที่เกิดขึ้นในกลุ่มนิสิตและนักศึกษาที่มีความเสี่ยงต่อผลกระทบด้านสุขภาพจิตอย่างมากในยุคปัจจุบัน จะทำให้การดำเนินนโยบายของกรมสุขภาพจิตในการดูแลจิตใจของคนไทยในปัจจุบันและอนาคต สามารถดำเนินงานได้อย่างมีประสิทธิภาพมากขึ้น และก่อให้เกิดการศึกษาเกี่ยวกับภาวะเหนื่อยล้าจากโรคระบาดอย่างกว้างขวางต่อไปในอนาคต

การศึกษาวิจัยครั้งนี้มีวัตถุประสงค์เพื่อค้นคว้ารูปแบบการลด ละ เลิก การบริโภคเครื่องดื่มแอลกอฮอล์ในเยาวชนอายุ 15 – 19 ปี โดยอาศัยการศึกษาแนวคิดทฤษฎีและการทบทวนวรรณกรรมที่เกี่ยวข้องเพื่อหาพฤติกรรมและสาสเหตุการบริโภคเครื่องดื่มแอลกอฮอล์และนโยบายสาธารณะจากความคิดเห็นของเยาวชนโดยใช้วิธีวิจัยแบบผสมผสานและมีการทวนสอบให้สอดคล้องกับบริบทของสภาพการณ์ที่เป็นจริงจากการสัมภาษณ์เชิงลึกเยาวชนอายุ15 – 19 ปี จำนวน 25 ท่านใน 5 จังหวัด การสังเกตุแบบมีส่วนร่วมในการใช้บริการในสถานประกอบการของเยาวชน ในพื้นที่ 5 จังหวัดได้แก่จังหวัดชลบุรี ลพบุรี ขอนแก่น เชียงใหม่ สงขลา และการเก็บข้อมูลเพื่อวิเคราะห์ทางสถิติ จากกลุ่มตัวอย่างที่เป็นเยาวชนอายุ 15 – 19 ปี 450 ชุด ในพื้นที่ 5 จังหวัดได้แก่จังหวัดชลบุรี ลพบุรี ขอนแก่น เชียงใหม่ สงขลา โดยใช้ SPSS ในการวิเคราะห์ข้อมูลเพื่อหาค่าเฉลี่ย และนำข้อมูลที่ได้ไปให้ผู้ที่เกี่ยวข้องในการกำหนดนโยบายทำการอภิปรายและแสดงความคิดเห็นต่อนโยบายที่มาจากความคิดเห็นของประชาชน
ผลการวิจัยปรากฏว่า เยาวชนคิดว่าตนเองไม่ได้ดื่มในปริมาณที่อันตราย เลือกดื่มเบียร์หรือเครื่องดื่มแอลกอฮอล์ที่มีราคาไม่สูง หรือผู้จำหน่ายจัดกิจกรรมส่งเสริมการขาย โดยสถานที่ที่นิยมดื่มเป็นที่แรกคือหอพักก่อนจะไปใช้บริการในสถานบันเทิง และสาเหตุการดื่มคือเรื่องของสังคมและการคบเพื่อนโดยสิ่งแวดล้อมก็เป็นปัจจัยต่อการบริโภคเพราะสิ่งแวดล้อมที่มีผู้ดื่มแอลกอฮอล์ส่งผลให้เยาวชนเกิดความรู้สึกคุ้นเคย อยากลองไม่อยากที่จะแตกต่างจากสมาชิกในสังคมตนเอง ซึ่งนโยบายและมาตรการทางกฎหมายที่เยาวชนเกรงกลัวคือพระราชบัญญัติการจราจรทางบก พ.ศ. 2522 ที่กำหนดว่าผู้ขับขี่ซึ่งมีอายุต่า กว่ายี่สิบปี บริบูรณ์ ห้ามขับขี่ในกรณีมีปริมาณแอลกอฮอล์ในเลือดเกิน 20 mg% เนื่องจากเห็นการปฏิบัติของเจ้าหน้าที่ตามมาตรการนี้เสมอและไม่ต้องการให้ครอบครัวเดือดร้อนดำเนินการ กิจกรรมที่มีส่วนต่อการลดละเลิกในความคิดเห็นของเยาวชนคือการส่งเสริมให้เยาวชนสามารถเข้าถึงการณรงค์และการใช้เวลาและโอกาสที่สร้างสรรค์ทางสังคม โดยกำหนดบทบาทให้เยาวชนมีส่วนร่วม โดยรูปแบบการลดละเลิกตามผลการศึกษา พบว่า การลดประกอบด้วยการจำหน่าย การขายและการสร้างค่านิยมให้เรื่องของการดื่มเครื่องดื่มแอลกอฮอล์ไม่เป็นเรื่องปกติ รวมไปถึงผลที่จะได้รับจากรูปแบบหากละเมิดรูปแบบจากการลดในมิติของการควบคุม รูปแบบการละ ประกอบด้วยนโยบายที่เกี่ยวข้องกับการป้องกันการเพิ่มขึ้นของนักดื่มหน้าใหม่ที่เป็นเยาวชนด้วยการสร้างทักษะชีวิต เสริมภูมิคุ้มกันด้วยการสร้างสังคมปลอดเครื่องดื่มแอลกอฮอล์ รูปแบบการเลิก ประกอบด้วยนโยบายที่เกี่ยวข้องกับการเข้าถึงกลุ่มเสี่ยงและช่วยเหลือด้วยการบำบัดรักษาทั้งทางจิตสังคม และการรักษาทางการแพทย์

กรมสุขภาพจิต กระทรวงสาธารณสุข เป็นหน่วยงานหลักในการดูแลสุขภาพจิตของผู้ป่วย โรคโควิด 19 ที่เข้ารับบริการและดูแลรักษาในโรงพยาบาลสนาม ที่อาจจะเกิดภาวะความเครียด วิตกกังวล ความหวาดหวั่น และสะสมจนกลายเป็นภาวะของความท้อแท้ใจ ซึ่งอาจนำมาสู่ภาวะซึมเศร้าและฆ่าตัวตายได้และนอกจากผู้ป่วยที่อยู่ในโรงพยาบาลสนามแล้วบุคลากรทางการแพทย์ที่ปฏิบัติงานดูแลผู้ป่วยในโรงพยาบาลสนาม ก็เป็นบุคคลสำคัญ จากภาระงานที่หนัก รวมทั้งมีความเสี่ยงสูงมาก ต่อการติดเชื้อ จนทำให้บุคลากรมีความเครียดหรือเกิดภาวะหมดไฟ (burnout) ในการทำงานได้เช่นกัน กรมสุขภาพจิตจึงมีการประมวลผลการดำเนินงานและปรับปรุง “แนวทางการดูแลจิตใจสำหรับโรงพยาบาลสนาม ฉบับปรับปรุง ครั้งที่ 1” โดยใช้กระบวนการจัดการความรู้ด้วยการถอดบทเรียนความสำเร็จในการดำเนินงานของคณะทำงานปฏิบัติการ Operation ของหน่วยงานสังกัดกรมสุขภาพจิต ที่ร่วมทีม MCATT ในการดูแลจิตใจประชาชนในโรงพยาบาลสนามในเขตสุขภาพ ได้แก่ เขตสุขภาพที่ 1 เขตสุขภาพที่ 5 เขตสุขภาพที่ 6 และเขตสุขภาพที่ 12 เพื่อให้มีแนวทางในการจัดบริการการดูแลสุขภาพจิตในโรงพยาบาลสนามให้กับผู้ป่วยและบุคลากรทางการแพทย์และสาธารณสุข รวมถึงเจ้าหน้าที่ที่เกี่ยวข้อง ต่อไป

จากวิกฤตต่าง ๆ ที่กำลังเกิดขึ้น โดยเฉพาะเรื่องการแพร่ระบาดของโรค COVID-19 อาจจะส่งผลให้ใครหลาย ๆ คนท้อใจ หมดกำลังใจ ในการต่อสู้กับอุปสรรคที่เจอ ซึ่งอาจส่งผลต่อการเกิดปัญหาสุขภาพจิตได้ ดังนั้นทางกรมสุขภาพจิต จึงมีวัคซีนใจที่จะช่วยให้ทุกคนสามารถสร้างกำลังใจ ให้ทั้งแก่ตนเอง ครอบครัว และชุมชน ในการร่วมมือกันฝ่าฟันอุปสรรคนั้นไปได้
ศูนย์สุขภาพจิตที่ 13 จึงจัดทำคลิปวิดีโอ สุขใจที่บางกอก ตอน การสร้างวัคซีนใจในตนเอง ครอบครัว และชุมชน ขึ้น เพื่อเป็นแนวทางในการเสริมสร้างความเข้มแข็งและภูมิคุ้มกันทางในใจแก่ทุกคน
