รางวัลบริการภาครัฐ (Public Service Award : PSA) และรางวัลการบริหารราชการแบบมีส่วนร่วม(Participatory Governance Award : PGA) เป็นรางวัลเกียรติยศของสำนักงาน ก.พ.ร. ที่มอบให้แก่หน่วยงานภาครัฐที่มีความโดดเด่นในการปรับปรุงพัฒนาระบบจนสามารถส่งมอบบริการที่มีคุณค่าและตอบสนองความต้องการและสร้างความพึงพอใจให้แก่ผู้รับบริการ รวมไปถึงเพื่อเป็นการเชิดชูเกียรติและเป็นขวัญกำลังใจให้แก่เจ้าหน้าที่และหน่วยงานที่มีความมุ่งมั่นปฏิบัติราชการเป็นประจำทุกปี
กรมสุขภาพจิต โดยกลุ่มพัฒนาระบบบริหารได้ดำเนินการสนับสนุน ผลักดันให้หน่วยงานในสังกัดกรมฯ ที่มีความสนใจในการส่งผลงานเพื่อสมัครขอรับรางวัลบริการภาครัฐ และรางวัลการบริหารราชการแบบมีส่วนร่วมจากสำนักงาน ก.พ.ร. โดยได้ดำเนินงานในรูปแบบต่างๆ เช่น การจัดเวทีแลกเปลี่ยนเรียนรู้โดยเชิญผู้เชี่ยวชาญมาให้ความรู้เรื่องเกณฑ์รางวัลฯ แนวทาง/เทคนิคในการเขียนผลงานเพื่อส่งสมัครรางวัลฯพร้อมกับการเชิญหน่วยงานในสังกัดกรมฯ ที่มีผลงานที่ดีมาร่วมบอกเล่าประสบการณ์การพัฒนาผลงานจากโครงการ/กิจกรรมที่มีอยู่ไปสู่การเขียนผลงานรางวัลฯ รวมไปถึงการเป็นผู้อ่านและให้ข้อเสนอแนะในการปรับการเขียนรายงานผลงาน ซึ่งในปี2563 กลุ่มพัฒนาระบบบริหารได้จัดทำคู่มือ “เส้นทางพิชิตฝันสู่รางวัลแห่งความสำเร็จ” ซึ่งเป็นการถอดบทเรียนจากนักพัฒนาผลงานของกรมสุขภาพจิตเพื่อสร้างแรงบันดาลใจในการจัดทำผลงานส่งสมัครขอรับรางวัลฯ ให้แก่นักพัฒนาผลงานรุ่นต่อไป
สำหรับปี 2564 นี้ กลุ่มพัฒนาระบบบริหารยังคงมุ่งมั่นที่จะพัฒนาวิธีการสนับสนุนหน่วยงาน
ในสังกัดกรมฯ ในการส่งผลงานสมัครรางวัลต่างๆ ดังกล่าว ให้มีประสิทธิภาพ และมุ่งผลลัพธ์ที่ดียิ่งขึ้นโดยจากการเรียนรู้จุดแข็งและจุดอ่อนในการจัดทำผลงานของหน่วยงานในระหว่างที่ได้ทำงานร่วมกันกลุ่มพัฒนาระบบบริหาร ได้คิดค้นหนทางใหม่ที่จะช่วยหน่วยงานในสังกัดกรมฯ จึงจัดทำเป็นคู่มือ“แนวทางการจัดทำรายงานส่งสมัครรางวัลบริการภาครัฐ และรางวัลการบริหารราชการแบบมีส่วนร่วมสำหรับหน่วยงานในสังกัดกรมสุขภาพจิต” ฉบับนี้เพื่อให้นักพัฒนาผลงานของหน่วยงานใช้เป็นแนวทางในการตอบข้อคำถามให้ครบถ้วน ครอบคลุมทุกประเด็น เป็นไปตามเงื่อนไขในการสมัครขอรับรางวัลฯสามารถผ่านการพิจารณาจากสำนักงาน ก.พ.ร. และได้รับรางวัลบริการภาครัฐ (PSA)และรางวัลการบริหารราชการแบบมีส่วนร่วม (PGA) ในระดับดีเด่นเพิ่มมากขึ้น จนสามารถนำผลงานไปพัฒนาและขยายผลเพื่อส่งสมัครในเวทีรางวัลอื่นๆ ทั้งในระดับชาติ/นานาชาติต่อไป
ที่สำคัญไปกว่านั้น กลุ่มพัฒนาระบบบริหาร หวังเป็นอย่างยิ่งว่าคู่มือแนวทางฯ ฉบับนี้จะช่วยสะท้อนระดับของงานที่นักพัฒนาผลงานของกรมสุขภาพจิตได้พัฒนาไว้ และเป็นเครื่องมือที่ช่วยให้เห็นช่องทางในการพัฒนา ปรับปรุง ต่อยอดผลงาน เพื่อส่งมอบบริการที่ดียิ่งขึ้นให้กับประชาชนต่อไป
