จากข้อมูลปัญหาพฤติกรรม-อารมณ์ที่สำคัญในเด็กวัยเรียนพบว่า พฤติกรรมรังแกกัน (bullying) ในประเทศไทยมีสัดส่วนที่ค่อนข้างสูงและเป็นอันดับ 2 ของโลก ซึ่งผลกระทบที่เกิดจากการรังแกกัน (bullying) ส่งผลมากมายต่อร่างกาย จิตใจและการดำเนินชีวิตของทั้งนักเรียนที่เป็นผู้รังแกและเหยื่อ หากผู้มีส่วนเกี่ยวข้องปล่อยทิ้งไว้หรือมองว่าเป็นเพียงการแกล้งกันตามธรรมดาของเด็ก อาจนำไปสู่การก่อปัญหาอาชญากรรมหรือการทำร้ายผู้อื่นในเด็กที่เป็นผู้รังแก ส่วนนักเรียนที่เป็นเหยื่อ ได้รับบาดเจ็บ เกิดปัญหาสุขภาพจิต อาจรู้สึกอับอาย ซึมเศร้า วิตกกังวล เก็บกด ก้าวร้าว
ฆ่าตัวตาย นอกจากนี้ บุคคลที่อยู่รอบข้างเด็ก เช่น ครู เพื่อน พ่อแม่ผู้ปกครอง โรงเรียน สังคมก็อาจได้รับผลกระทบจากพฤติกรรมอันเป็นผลกระทบจากการรังแกของเด็กด้วย
โปรแกรมเล่มนี้พัฒนาขึ้นโดยมีวัตถุประสงค์ใน 2 กลุ่มคือ 1) ผู้ใช้โปรแกรม และ 2) กลุ่มเป้าหมายโดยในกลุ่มผู้ใช้โปรแกรม ประกอบด้วย ครูประจำชั้น ครูที่ดูแลระบบดูแลช่วยเหลือนักเรียน (ครูแนะแนว/ครูที่ปรึกษา) มุ่งหวังให้ครูเกิดความตระหนัก เห็นความสำาคัญในบทบาทของตนที่จะช่วยเฝ้าระวังพฤติกรรมรังแกกันในเด็กนักเรียนประถมศึกษาที่ 1-3 มีความรู้ที่ถูกต้อง และมีทักษะในการจัดการ แก้ไข เกี่ยวกับพฤติกรรมรังแกกัน รวมทั้งสามารถพัฒนาทักษะการควบคุมตนเองในเด็กกลุ่มเป้าหมาย ส่วนวัตถุประสงค์ที่คาดหวังให้เกิดกับนักเรียนประถมศึกษาที่ 1-3 คือเด็กมีทักษะในการควบคุมตนเอง (self-control) ตลอดจนสามารถมีทักษะในการป้องกันตนเองจากการถูกรังแกและมีทักษะในการรับมือเมื่อถูกรังแกได้

กรมสุขภาพจิตเห็นความสำคัญของการสร้างความสุขให้คนวัยทำงาน จึงพัฒนาโปรแกรมสร้างสุขวัยทำงานในชุมชน ตามกระบวนการวิจัยและพัฒนาและดึงการมีส่วนร่วมของกลุ่มเป้าหมาย ผู้ใช้ ผู้มีส่วนได้ส่วนเสีย และผู้เชี่ยวชาญมาร่วมพัฒนาทุกขั้นตอน ซึ่งการพัฒนาโปรแกรมสร้างสุขฯมาจากปัจจัยที่ส่งผลต่อความสุขคนวัยทำงานทั้งระดับบุคคลและชุมชน และออกแบบเป็นเครื่องมือสร้างสุขคนวัยทำงานในชุมชน 8 เครื่องมือ โดยมุ่งหวังว่าโปรแกรมสร้างสุขฯ นี้ จะส่งเสริมให้คนวัยทำงานสามารถดูแลสุขภาพจิตของตนเอง ครอบครัวและคนรอบข้างได้ เพื่อนำไปสู่คนวัยทำงานยุค 4.0 “ปรับตัวได้ ใจเป็นสุข สนุกไม่เครียด” คือคนวัยทำงานมีสุขภาพจิตดี และมีความสุข ตลอดจนชุมชนมีความสามัคคี เข้มแข็ง และมีความสุข
