โครงการจัดตั้งกรมสุขภาพจิต กระทรวงสาธารณสุข โดยกรมการแพทย์ กระทรวงสาธารณสุข บริการสุขภาพจิตในประเทศไทยกำเนิดขึ้น 1 พฤศจิกายน 2432 โดยพระบาทสมเด็จพระจุลจอมเกล้าเจ้าอยู่หัว ทรงมีพระดำริให้มีการจัดตั้งโรงพยาบาลคนเสียจริตปากคลองสานขึ้น จากนั้นมีการขยายงานบริการสุขภาพพจิตและจิตเวช โดยจัดตั้งโรงพยาบาลจิตเวชเพิ่มมากขึ้น เห็นสมความให้จัดตั้งกรมสุขภาพจิตขึ้นโดยมีวัตถุประสงค์ จัดตั้งกรมสุขภาพจิตขึ้นโดยแยกจาหน่วยงานที่เกี่ยวข้องกับงานบริการสุขภาพจิตออกจากกรมการแพทย์เดิม จัดตั้งองค์กรภายในให้ครอบคลุมด้านบริการ ด้านประสานงานวิชาการและพัฒนาเทคโนโลยีทางสุขภาพจิต แบ่งส่วนราชการออกเป็น 16 หน่วย กรมสุขภาพจิตที่จัดตั้งขึ้นใหม่นี้จะสามารถบริหารงานตามแผนงานสุขภาพจิตแห่งชาติให้สามารถรองรับสภาพปัญหาสุขภาพจิตที่เกิดขึ้นในประเทศไทย
